SLP Walk Out On House

The Saint Lucia Labour Party MP’s walked out of the House of Assembly on Tuesday. It followed the refusal by the House to grant an additional hour for the presentation of the Leader of the Opposition. Dr Kenny Anthony was speaking on the motion of the Ramsahoye Commission – one he says is illegal and should not have been entertained in the House. Speaking live to Radio 100 minutes after the walk-out – Dr

Anthony says he had to speak because his name was on the motion. Four SLP Parliamentarians followed Dr Anthony out of the House including the Vieux-Forth North MP – Moses Joseph – the Soufriere/ Fond St Jacques MP – Harold Dalson and the Castries South MP – Dr Robert Lewis. They say what led to the walk out was the unfair undemocratic treatment of the Leader of the Opposition.

The Castries Central MP – Housing Minister – Richard Frederick was the only government MP – except for the Prime Minister - who spoke before the House before the walk out. He says the walk out had no impact because the debate on the motion would continue. Additionally - Dr Anthony was making “no meaningful contribution to the debate.”

The MP also alleged the walk out was planned – the finale in a practiced performance by the Opposition. It is an accusation Dr Anthony had previously rejected. The SLP will hold a political meeting on the Castries Market Steps on Tuesday evening. No doubt the motion on the Commission report and the walk out on Tuesday will form part of these proceedings.







UWP Brings Motion

The Leader of the Opposition, Dr. Kenny Anthony, strongly questioned the legality of the motion on the Commission of Inquiry during Tuesday morning’s Parliamentary Session. He referenced a judgement in St. Kitts in an attempt to persuade Parliament to stop the proceedings. He says the House of Assembly had no authority to pass resolutions without an enabling act.

In response to the concerns of the opposition leader on the legality of the motion, the Prime Minister had this to say, ‘If he wants to test his case, take it to the court of law.’ Castries Central MP Richard Fredrick rose in solidarity with the Prime Minister demanding the debate continue in spite of Dr. Anthony’s objections.

But Dr. Anthony maintained that condemnation for him written in part (a) of the resolution could only come from a court of law and not from the House of Assembly. The session was able to continue only after the intervention of the Speaker of the House, Rosemary Husbands Mathurin, who amended the labelling of the document from resolution to motion. Debate on that motion took the whole day and ended with the motion being passed unanimously by the House – at that time only filled with government MP’s – left behind after the walk-out of the SLP parliamentarians during the morning session.



Monplaisir Responds To SLP

Kenneth Monplaisir QC says he will not quit the Chairmanship of the Electoral Commission. Opposition Leader Dr. Kenny Anthony this week called on Monplaisir to resign claiming his scuffle with a cameraman at the high court and his involvement in the high profile Richard Frederick customs court case brought the office into disrepute. But a defiant Monplaisir says has done nothing untoward in his capacity as the

chairman of the commission. He denies the accusations of partisanship and demises the calls for his removal as a political ploy. The SLP Electoral Commissioner Claudius Francis says the calls for the Chairman’s resignation are not based exclusively on recent events. He says the Leader of the Opposition had misgivings about Monplaisir retaining the position following the 2006 General Election.

Claudius Francis says he will represent the interests of the Opposition Leader who appointed him to the post. However, due to the highly complex constitutional implications, he says he is proceeding cautiously and is seeking legal advice on available options before taking action.

Kenneth Monplaisir, QC who was appointed in 1989 is reportedly the longest serving Chairman of the Electoral Commission. He has presided over six elections during his tenure. The Commission comprises three members-the chair, and a representative from the government and the main opposition party. It is a constitutional body which is appointed at the First Sitting of the House following a general election. 



Wanted Man Caught

The man wanted in connection with the stabbing death of Tony Fontenelle has turned himself into Police. Fontenelle died at the Victoria Hospital on Monday afternoon soon after he was stabbed by a man alleged to be having a relationship with the same woman he was. The murdered man’s family says he was a “cool” individual who was never in trouble with anyone or the law.

They say he was killed by a man who had earlier stated his intention to “war” with him. We understand the young man who escaped soon after the incident went to his father’s home who later turned him in to Police. Fontenelle’s death brought the homicide rate for the year to 34.



Taxi Union On Minister

The Taxi Union President continues to accuse the Transport Minister of attempting to destroy the taxi sector. Lucien Joseph says the Transport Minister is working in tandem with the Tourism Minister to bring more taxi drivers into the service. He says the Minister is using a recently launched driver training program to do this – certifying owners of H plate vehicles so they could operate and receive TX plates for taxis.

The Transport Minister has already dismissed these allegations – stating the program is one aspect of becoming a taxi driver. Furthermore – his Ministry is no longer issuing TX plates as mandated by an earlier freeze on these facilities. Lucien Joseph says the Minister is being deceitful.

Joseph says his Union has a suggestion for absorbing the H plate drivers into the current taxi system. He says it is one that has been rejected by the Transport Minister. Joseph says the plan would certify H plate drivers and legitimize them to operate taxis only when the current system he calls saturated can allow. Joseph says the National Taxi Union intends to fight for its livelihood. He says at a meeting last week – members made their commitment to the cause clear. Meanwhile - a meeting scheduled for Wednesday to plot the way forward has been postponed until the following week due to the FCCA conference.



Car Runs Into Harbour

A grey Mazda ran off the La Toc Road on Tuesday afternoon – crashing into the Castries Harbour. The mangled vehicle was left standing on the banks of the Harbour where it had been dragged after the lone passenger in the vehicle was taken to the nearby Victoria Hospital. Curious on-lookers in vehicles and on foot stared transfixed by the crashed automobile.

Although cars have often veered from the road into the Castries Waterfront – it is not often one dives into the Castries Harbour opposite the La Toc Road. The incident occurred after 3PM – the vehicle’s license number was HE 1963



Mayers Plans For Bordelais

The Minister of Internal Security wants to use the farm at the Bordelais Correctional Facility to rehabilitate the inmates at the Prison. Guy Mayers says the first step is fencing five acres of farmland already in use by the facility. He says after the fencing is complete – more inmates can be used to farm the area – earning money and making Bordelais more self-sufficient.

The Minister also has plans to assist the inmates who will work on the farm. He says it is a way for them to gain a skill and take care of personal responsibilities. The farm is currently being used but according to the Minister it is underutilized. The Bordelais farm is located opposite the Bordelais Correctional Facility in Dennery. Inmates currently work on the property growing food and practicing animal husbandry.




FRC On Jounen Kweyol

The custodians of Saint Lucian Culture, the Folk Research Centre is giving an upbeat assessment of the just concluded Jounen Kweyol activities on the weekend. Executive Director of the FRC, Kentry Jn Pierre is thrilled by the attendance at the host communities and the unofficial venues. He says the unique ambience of the large geographical area of rural Bogius located in the north was the right foil for the densely populated urban setting of down town Vieux Fort in the south.

But the executive Director of the FRC says crowd size is not the leading the indicator being used to measure the success of Jounen Kweyol 2009. Jn Pierre marvels at the level of organization of the mass crowd events at the two main locations for Jounen Kweyol celebrations.

Amid the glowing reviews are the harsh opinions of staunch critics who describe Jounen Kweyol 2009 as a glorified “Blocko” or street party which did not educate or enrich the lives of participants culturally. Jn Pierre does not take umbrage. He counters Jounen Kweyol is just one aspect of the broader observance of cultural heritage month.

Activities marking Creole Heritage Month continues Tuesday night with a conference at the Alliance Francais De St. Luci followed by a night of Creole music and poetry on Wednesday. The curtains come down on the month of celebrations with a Creole Ball on October 31st 2009.



Donation From Logos

The logos Hope operates under the slogan, Bringing Knowledge, Help and Hope. On Tuesday the ship stayed true to that slogan with a donation of books and school supplies to the Helen Folk Dancers. Allain Fevrier received the donation on behalf of cultural and social group.

The Logos Hope was scheduled to leave on Tuesday October 27th after being docked in the Castries harbour for over one week, during which time hundreds of St. Lucians took time out to visit the ship to shop for books. The Logos Hope will make its next stop in Barbados.
